EPA 608 certification types and cost in 2026
EPA 608 technician certification covers 4 types of refrigerant equipment:
| Type | Scope | Typical cost 2026 | Equipment |
|---|---|---|---|
| Type I | Small appliances (<5 lbs refrigerant) | $20-$50 | Residential refrigerators, freezers, window AC, vending machines |
| Type II | High-pressure refrigeration | $30-$50 | Commercial refrigeration, supermarket cases, ice machines |
| Type III | Low-pressure refrigeration | $40-$80 | Centrifugal chillers, large commercial AC |
| Universal | All types (I + II + III) | $100-$150 | All refrigeration and AC equipment |
The Universal certification is the most common choice for HVAC technicians who work on residential, commercial, and industrial systems. Section 608 credentials do NOT expire (no renewal required). Federal law under Clean Air Act 40 CFR Part 82, Subpart F requires EPA 608 certification for technicians who maintain, service, repair, or dispose of equipment that could release ozone-depleting refrigerants or HFC substitutes.
Proctored exams are required for Universal certification (open-book Core exam without proctoring cannot be used for Universal). Online exam providers include AC Delco CVC, ACCA, ICE, ESCO Group, HVAC Excellence, and major community colleges (EPA Section 608 technician certification programs approved 2026; 23+ EPA-approved certifying organizations in the US).

How to choose the right HVAC license path in 2026
Choosing the right HVAC license in 2026 depends on geography, specialty, and career goals:
- For NYC HVAC careers: Refrigeration Operating Engineer Certificate + Oil Burning Equipment Installer Class A. Most lucrative in NYC area but highest cost ($2,000-$3,500 first year).
- For Florida HVAC careers: State HVAC Class A + EPA 608 Universal + Florida Business Registration. Allows statewide practice including commercial + residential.
- For Texas HVAC careers: TDLR HVAC Class A or B + EPA 608. Easy licensing path with low renewal fees.
- For California HVAC careers: C-20 HVAC + C-38 Refrigeration + EPA 608. Required for all refrigeration work in CA.
- For Northeast entry: EPA 608 Universal + employer-sponsored training. Many states (NY, PA, OH) have local-only licensing which is less expensive.
- For specialty careers: EPA 608 Universal + specialty certifications (NATE, geothermal). Specialty salaries add 15-30% premium.
HVAC industry outlook and salary 2026
HVAC industry outlook for 2026-2032 is strong:
- Median HVAC salary 2026: $61,010 per BLS May 2025.
- Top 10% salary: $84,180+; top 1% (master technicians, service managers, owners) $100K-$200K.
- Job growth projection: 11% through 2032 (much faster than average), per BLS.
- HVAC technician shortage: ~40,000 net new technicians needed annually through 2030 (1 in 3 HVAC positions currently unfilled per ACCA survey data).
- Total HVAC industry revenue 2026: $200B+ in the US (residential $120B + commercial $80B+).
- Industry shifts: Heat pumps (5-8% annual growth); refrigerant transition (R-410A to R-454B) creating demand for technical training; data center cooling creating huge commercial demand; energy efficiency retrofits driven by IRA tax credits.
HVAC is one of the highest-paying skilled trades for workers without college degrees. HVAC technicians with full NATE + EPA 608 + 5 years experience in commercial refrigeration earn $80K-$120K; service managers $120K-$180K; small business owners $150K-$400K+ (BLS OES, May 2025; ACCA, 2026).
- R-454B refrigerant transition (effective January 2026) requires all HVAC technicians to be re-trained on mildly flammable refrigerants. Expect additional certification courses and a $200-$500 EPA 608 Type II renewal cycle.
- Heat pump transition under federal IRA Section 25C (30C tax credits) is driving 20-30% YoY growth in heat pump installations. HVAC firms specializing in heat pump installations earn 15-25% premium over conventional AC.
- AI-assisted HVAC troubleshooting (smart sensors, building automation integration) is becoming standard in 2026-2027. Expect NATE to add AI/ML certification modules by 2027 for residential and commercial technicians.
