The lineman trade is one of the few in 2026 where the BLS median salary of $94,500 hides a $40,000 spread between the lowest and highest US states, a $50,000 spread between the lowest and highest IBEW locals, and a $60,000 spread between base pay and what an active storm-restoration lineman can annualize. The headline number is a median; the local numbers are where the career decisions live.
This piece walks through the BLS state data, the IBEW local pay scales, the experience-level progression from groundman to general foreman, the apprenticeship structure, the inside-versus-outside premium, the specialization premiums, the top employers and markets, and the calendar that decides when to apply for the next apprenticeship cohort.

How much does a lineman make by state?
The BLS OEWS May 2025 data for electrical power-line installers (49-9051), released April 2026, puts the national median at $94,500. The state-by-state range is wide, driven by territory and grid-isolation premiums:
| State | BLS median | Geographic driver |
|---|---|---|
| Hawaii | $134,340 | HECO isolated grid premium |
| Washington | $133,060 | BPA, Puget Sound Energy |
| Oregon | $131,090 | BPA, Pacific Power / PGE |
| California | $128,000 | PG&E, SDG&E, SCE; wildfire hardening |
| Alaska | $128,000 | RECs, isolated grid |
| New York | $122,000 | NYSEG, ConEd, Central Hudson |
| New Jersey | $115,000 | PSE&G, JCPL, Atlantic City Electric |
| Washington DC metro | $115,000 | PEPCO, Dominion |
| Illinois | $108,000 | ComEd, Ameren |
| Massachusetts | $106,000 | Eversource, National Grid |
| Minnesota | $103,000 | Xcel Energy, Minnesota Power |
| Texas | $93,000 | Oncor, ERCOT, CenterPoint |
| Georgia | $85,000 | Georgia Power |
| Florida | $82,000 | FPL, Duke Energy Florida |
| Tennessee | $78,000 | TVA, NES, MLGW |
| Mississippi | $70,000 | Entergy Mississippi, Mississippi Power |
| National median | $94,500 | BLS OEWS May 2025 |
The premium states are Hawaii, Washington, Oregon, and California, with Alaska tied with California at $128,000. The four highest-paying states share a common thread: isolated-grid territories (Hawaii, Alaska) or wildfire/graying-infrastructure work (California, Oregon, Washington). The lowest-paying states are the rural Southeast, where the lower cost of living offsets the BLS-median gap.
IBEW Local Pay Scales
The IBEW outside-line construction locals set their own pay scales through collective bargaining. The total package includes base wage, employer pension contribution, health and welfare, NEBF pension, and 401K / annuity contributions:

| IBEW 9 | Chicago, IL | $129,160 | $64.58 |
| IBEW 17 | Southfield, MI | $117,940 | $58.97 |
| IBEW 42 | East Windsor, CT | $116,740 | $58.37 |
| IBEW 2 | St Louis, MO | $111,300 | $55.65 |
| IBEW 12 | Pueblo, CO | $107,220 | $53.61 |
| IBEW 71 | Columbus, OH | $104,060 | $52.03 |
| IBEW 50 | Richmond, VA | $99,200 | $49.60 |
| IBEW 44 | Butte, MT | $97,300 | $48.65 |
| Average of all IBEW locals | National | $99,824 | $49.91 |
IBEW Local 1245 in Northern California (the NorCal territory covering PG&E, SMUD, and municipal utilities) saw its contract ratified in May 2022 with a five-year term, and journeyman base steps to $74.43 per hour effective June 1, 2026. Local 47 in Diamond Bar CA tops the package table at $144,520 annually with hourly base of $72.26.
Experience-Level Progression
The pay ladder from groundman to general foreman spans five tiers:
| Level | Hourly | Annual | Notes |
|---|---|---|---|
| Groundman / Pre-Apprentice | $18-$24 | $37,000-$50,000 | Entry point; driving and groundwork |
| Apprentice Lineman Year 1-2 | $22-$32 | $46,000-$67,000 | 40-60% of journeyman rate |
| Apprentice Lineman Year 3-4 | $32-$42 | $67,000-$87,000 | 70-90% of journeyman rate |
| Journeyman Lineman | $38-$52 | $79,000-$108,000 | Base rate, no storm premium |
| Foreman Lineman | $45-$62 | $94,000-$129,000 | Supervision premium above JW rate |
| General Foreman / Supervisor | $52-$72 | $108,000-$150,000 | Large crew management |
| Storm Restoration (hurricane season) | $60-$100 | $120,000-$160,000 | Annualized including storm surge |
The progression is faster than most skilled trades. Apprentices start at 45 percent of journeyman scale in Period 1 and step up to 100 percent by Period 8 (typically year 4). Journeymen at year 5-6 with supervisory responsibilities often reach foreman in year 7-10, which adds the supervision premium on top of the base.
The 4-Year Apprenticeship
The IBEW lineman apprenticeship runs 4 years: 7,000 hours on-the-job training plus a minimum of 576 hours of classroom instruction. The 8-period pay ladder (45 percent to 100 percent of journeyman scale) is the standard at most IBEW locals:
| Period | Hours threshold | Percent of journeyman scale |
|---|---|---|
| Period 1 | 0-1,000 | 45% |
| Period 2 | 1,000-2,000 | 50% |
| Period 3 | 2,000-3,000 | 55% |
| Period 4 | 3,000-4,000 | 60% |
| Period 5 | 4,000-5,000 | 65% |
| Period 6 | 5,000-6,000 | 70% |
| Period 7 | 6,000-7,000 | 80% |
| Period 8 | 7,000+ | 100% (journeyman rate) |
The apprenticeship costs roughly $0 in tuition; apprentices are paid employees. The out-of-pocket costs are tools ($1,500-$3,500 for climbing belt, hooks, body belt, hand tools), work clothing and boots ($500-$1,200), and specialized boots ($400-$800). The net wages during apprenticeship are roughly $50,000 across the 4 years.
Inside Wireman vs Outside Lineman
The two trades are separated by BLS occupation code and IBEW affiliate. Inside wireman (47-2111) is part of the Inside Construction Local; outside lineman (49-9051) is part of Outside Construction or Utility Local. The apprenticeship duration is 4 years for both. The inside wireman median annual wage is $63,190 (BLS 2025); the outside lineman median is $94,500 — a 51 percent premium that compounds the further a lineman pushes into storm restoration and specialization.
Inside wiremen work inside buildings at 120V-480V typical commercial and industrial voltages; outside linemen work on transmission and distribution systems at higher voltages, often in adverse weather, often at heights, often at long distances from home. The premium is compensation for the work conditions, not a difference in skill.
Specialization Premiums
Specialization adds meaningful pay on top of the journeyman base:
| Specialization | Premium over standard lineman | Notes |
|---|---|---|
| Live-line (barehand) | 30-50% | High-voltage transmission work, hazmat certification |
| Substation | 10-20% | Switching, transformer maintenance |
| Transmission (vs distribution) | 10-15% | Higher voltage, longer spans |
| Storm restoration (disaster years) | 30-50% | Annualized surge pay during hurricane / wildfire season |
Live-line work is the highest premium and the most dangerous; the certification is rigorous and the work is limited to high-voltage transmission. Storm restoration is the most variable; a lineman who deploys to two major hurricanes in a year can annualize $120,000-$160,000, but the lifestyle is weeks-on-weeks-off and the deployments come at the cost of family time.
Top US Markets and Employers
The largest employers by volume, in rough order: PG&E (California, 7,000+ linemen); Duke Energy (NC/SC/FL/IN, 6,000+); Southern Company (GA/AL/MS, 5,000+); Eversource (MA/CT/NH, 3,500+); Oncor (TX, 3,000+); ConEd (NY, 2,500+). The largest markets by total lineman headcount are California, Texas, Florida, and the Carolinas; the highest-paying markets per capita are Hawaii, Northern California, the Pacific Northwest, and the New York metro.
The Bureau of Labor Statistics projects 7-8 percent job growth through 2032, faster than average for all occupations. The drivers are grid modernization (underground line replacement, smart-grid integration), renewable energy build-out (wind farms, transmission connections), an aging workforce (median lineman age 47, retiring at 55-62), and storm-restoration demand as climate volatility rises.
The Calendar That Matters
IBEW apprenticeship applications run on a local cycle. The largest locals (Diamond Bar CA, Chicago, NY metro) accept applications in spring for fall cohorts. Smaller locals accept applications on a rolling basis. The aptitude test covers algebra and reading comprehension; roughly 75 percent of applicants pass. The interview is competitive; acceptance rates run 3-5 percent in major markets and 10-20 percent in smaller markets. Once accepted, apprentices typically start in the fall or spring following selection, with a four-year commitment.
The application timeline for the largest locals typically runs: applications open January-March, aptitude testing in April-May, interviews in June-July, cohort selection in August, and program start in September or October.
What to Watch Next
Three signals settle the rest of 2026 and into 2027. First, the 2026 hurricane season outlook — NOAA projects above-normal Atlantic activity in 2026, which sets up a strong storm-restoration year and tightens the lineman labor market. Second, the IBEW contract negotiations at the largest locals (Local 47, Local 9, Local 1245) typically run on five-year cycles; the next round in 2027 will set new total-package rates for the highest-paying locals. Third, the grid-modernization build-out — the federal infrastructure funding for transmission upgrades is the structural demand driver, and the pace of the build-out determines whether the 7-8 percent BLS growth projection holds.
For candidates considering the trade, the calculus is the same in 2026 as it was in 2020: the apprenticeship is selective, the work is demanding, and the lifetime earnings ceiling is among the highest in skilled trades without a four-year degree. The single decision that determines the rest is whether to apply.
